New Nuclear Suppliers Group guidelines for the export of sensitive technologies

The International Atomic Energy Agency published the text of a note that describes new Nuclear Suppliers Group guidelines regarding export of sensitive fuel cycle technologies as the document INFCIRC/254/Rev.10/Part.1.

The key amendment to the NSG guidelines states that "suppliers should not authorise the transfer of enrichment and reprocessing facilities, and equipment and technology therefor, [unless the recipient] is a Party to the Treaty on the Non-Proliferation of Nuclear Weapons and is in full compliance with its obligations under the Treaty" (paragraph 6.a.i).  The new guidelines also state that "suppliers should authorise transfers [...] only when the recipient has brought into force a Comprehensive Safeguards Agreement, and an Additional Protocol based on the Model Additional Protocol" (paragraph 6.c).
