IAEA approves Russian fuel bank proposal
The IAEA Board of Governors approved Russia's proposal to establish a LEU reserve that would provide guarantees of uninterrupted fuel supply in a vote held on November 27, 2009. The approval, however, was not unanimous - of the 35 members of the board, 23 countries voted in favour, eight against and three abstained.
Opposing the plan were Argentina, Brazil, Cuba, Egypt, Malaysia, Pakistan, South Africa and Venezuela.
