United States attempts to unblock fissile material treaty negotiations in the Conference on Disarmament

In an attempt to unblock the work of the Conference on Disarmament, the United States introduced a proposal to amend the CD/1864 resolution of 29 May 2009 to change the paragraph that establishes a working group to consider a fissile material treaty:

"To establish a Working Group under agenda item 1 entitled "Cessation of the nuclear arms race and nuclear disarmament" which shall negotiate a treaty banning the production of fissile material for nuclear weapons or other nuclear explosive devices, on the basis of the document CD/1299 of 24 March 1995 and the mandate contained therein."

The new version was to read as follows (inserts underlined, deletions crossed out):

"To establish a Working Group under agenda item 1 entitled "Cessation of the nuclear arms race and nuclear disarmament" which shall negotiate an internationally and effectively verifiable treaty banning the production of dealing with fissile material for use in nuclear weapons or other nuclear explosive devices, on the basis of the document CD/1299 of 24 March 1995 and the mandate contained therein."
